85% Of Mexico's apparel and Textile Industry's exporters work
under a Maquila or Pitex permit. These companies conduct their
raw material's imports under their temporary import permit, and
after the goods have been sewn or finished in Mexico, they ship
out under the same permit. Its very simple actually, if they
import a certain number of units, they have to export the same
number of units. In the last couple of years, with Nafta's
Article 303 coming into the picture on November 2001, many
changes have taken place on the operations of companies with
either Maquila or Pitex permits. The legislature that governs
the day to day operations or these companies has been reformed
twice in the last two years, and the permits issued by Mexico's
Secretary of Economy, in the past known as Secofi, now have the
hts's and descriptions of goods eligible for import and export.
Those days when you could import any type of material under the
temporary permit are long gone. |

The Trade operations between the United States and Mexico's
apparel Industry have always been catalogued as different and
more difficult than all others. Why is this? The main reason is
because Mexico's government has been keeping a close eye on its
apparel industry exporters and the impact it has on its domestic
market. A clear example is the intensive red lights that occur
on Mexico's customs area for every import operation of garments,
textile or textile related material. The selection of a prepared
and knowledgeable customs broker has become an important and
serious issue. |
